Lengthy discussions about a small innovation

In June 2012, the Council of States discussed the fixed penalty model and decided that the fine amount should be 100 francs. In doing so, it created a difference to the National Council. At the end of June, the National Council Commission also supported 100 francs, but now on September 13, 2012, the National Council has stuck to 200 francs. The Council of States will decide on this again on September 18, 2012.
