| In 1996 we published the first Shit happens, 25 years later now this 14th edition of our legal aid brochure. The hempprosecution became more and more absurd during this time and increased almost from year to year: in the number of cases and in the amount of the penalties. In recent years, for the first time, there has been a decline. Mainly because the Federal Court finally made it clear that the amount exempt from punishment is really exempt from punishment. It was an uphill battle, but now the number of referrals and administrative fines has been decreasing for three years.
