The fixed penalties under discussion

At a snail's pace, the fixed penalties are making progress. In principle, the commission of the National Council wants to introduce this instrument, but the quantity limit, the amount of the fine, as well as the age limit are still not clear even to the first commission. We report again; it may still take years.
